Decidimos: closed beta testing starts in the Nor Lípez communities
Closed beta testing of Decidimos began last Friday, 11 September 2026. The app is how the indigenous communities of Potosí will propose, discuss and vote on the use of the community programme attached to the Salar de Uyuni lithium project — 15 % of the private partner’s profits, not the State’s share, reinvested in the department and allocated by the communities themselves.
The beta runs with the 53 communities of the TIOC Nor Lípez, starting with the pilot in Río Grande. Testers receive the app through TestFlight on iOS and the closed testing track on Google Play. It is available in Spanish, Quechua and Aymara, and covers the full cycle: proposals, allocation, voting, results and accounts.
Decidimos records decisions; it never handles money. Voters are verified against the national cédula with only a hash stored, votes are cast in secret, and results are published on a public hash chain with a daily signed digest. On the ground the app is operated by CUPCONL, whose secretariat registers each community’s facilitator, loads the padrones and accompanies the assemblies.
